Chapter 1165: In Full Control

One after another, Kahn appointed his subordinates to the key positions of some of the highest authority in the entire Rakos Empire.

Kahn followed a particular order till now. As the people kept losing their composure with each announcement...

Finally, the last but not the least was none other than the Berserker himself.

Jugram with his fiery red hair, his demonic horns and wings, and eyes glowing akin to lava had made his presence known to the empire.

Gulp!

Many people, whether the citizens, the military, the noble factions, or the business corporation leaders, had their jaws clenched and throats drying as soon as they saw this demon.

Because no one forgot how terrifyingly powerful Jugram was in yesterday’s battle.

If all the others could be considered overwhelmingly strong... this demon berserker was a league above all of them.

And there was a reason why everyone who saw his battle thought so.

Since he not only faced 8 Saints all by himself... 3 of them were 5th-stage saints.

But forget defeating him... They couldn’t even force him to take a step back.

Now, what distinguished Jugram from the rest of Kahn’s subordinates?

It was the Absolute and Unsurmountable might.

His strong punches basically shattered all of their incoming attacks, turning them into smoke, and the biggest part was... Jugram defeated all of his opponents with bare fists!

Forget wielding his giantsword Ares, Jugram beat all of his opponents just with pure physical strength.

Not only could the opponents hit him directly without risking hurting their allies, but they barely came close to pinning him in one spot despite surrounding him from all directions.

Although Oliver was left untouched throughout the battle because of his speed and long-range attack skills... what made Jugram different than him was the fact that the berserker subordinate chose to actively fight his opponents by entering their domains and battle formations without a shred of fear.

Not only were his actions quick and precise, even against saints of the same rank... he used fist techniques to decimate his targets as if he were a brawler class warrior.

And what shook them even more was that throughout the entire battle... he kept getting stronger while toying with them as if he were a seasoned martial artist giving pointers to a group of newbies.

Yet the main reason that terrified even the noble factions was that this monster of a warrior... didn’t even use his domain.

All the seasoned warriors could tell that from the beginning till the end... he was holding back!

"Sir Jugram shall be the Commander-in-Chief of the East and South borders of the empire.

He shall also create a new cavalry regiment under him called the Black Knights." announced Kahn.

This was the order he created for his subordinates who shared the most time with him throughout his journey since the beginning.

Then came the other 4 subordinates that he created during his time in Verlassen Fiefdom.

Tobias was introduced to the remainder of the empire.

His reputation as the current sovereign of Verlassen Fiefdom was already known across the empire. And his display of mastery over debuffs and elemental control could be considered once-in-a-century talent.

The only reason Ceril could top Tobias was that the former had control over 7 elements while the latter could control only 6. Yet his reputation wasn’t any less than the first.

Besides, Tobias was already known to the public as a close friend of Kahn Salvatore, who took up after him since the latter faked his death.

"Sir Tobias would be forming a coalition between Adventurer Associations and Mercenary Associations to give all the members better jobs, opportunities, proper access to resources, and fair fees." declared Kahn.

This time, it was the people in charge of these institutions who lost their minds.

The reason why Kahn was doing so because these two not only generated a lot of wealth but also had access to capable fighters who hadn’t joined the law enforcement or the military.

Since people like them couldn’t be conscripted during times of war... Kahn would just offer them more money and support so they too would join under his banner when the time and need came.

Now the remainder were the last 3 subordinates Kahn created.

One of the male subordinates was to lead all the city and rural management departments.

The other was to lead the transportation development department across the empire.

And finally, the female subordinate would lead the Naval Forces of the empire.

The reason why Kahn gave them these was that they were less demanding, and he would focus on the development of these sectors soon.

He also wanted them to learn and experience all on their own, since all they’ve done so far was guarding Kassandra.

With this, the crowning ceremony continued as a few more people followed.

After meeting Tobias many days ago, Kahn assigned him to the task of assembling these people and bringing them all together to the capital just this morning.

Their faces aroused anticipation in the eyes of many people because none of them were part of yesterday’s battles, and all of them were just unknown figures to common citizens of the empire.

A special group of people arrived directly from the Verlassen Fiefdom itself.

"Wait, is that our commander?!" shouted a soldier stationed within the verlassen fiefdom’s borders.

"Not only him, the other commander as well as the young lords are there too!" replied the soldier standing beside him after noticing their faces.

The group of people was comprised of members of the House Stark.

Commander Stark and both his grandsons, aka Elijah and Niklaus, had come up on the stage.

These were the people who swore their loyalty to Kahn and were secretly waiting for his return to this day.

Behind them was a dwarven semi-saint with a warhammer on his back, emanating strength and courage no lesser than the others.

This was Commander Mormont. Another one of Kahn’s loyalists who hadn’t given up on his return all these years.

"Ladies and gentlemen... Loyalty to the people and the empire should always be rewarded. Thus, it is time to honor those who have dedicated their lives to the citizens of the empire.

Kahn soon announced and granted all four of them the positions of Generals in the military.

Kahn made Commander Stark the General of the Northern army, this time, giving him even a bigger position than before. Even if he was still a Semi-Saint, he would be the Emperor’s trusted aide. Even other saints will have to follow his command.

He will make Lord Mormont, the Warhammer, using a Dwarven semi-saint General of the Eastern borders.

Elijah Stark was appointed as the General of the Western border.

Niklaus Stark was appointed as the General of the Southern border.

"General Stark and Elijah Stark would directly report to Commander-in-Chief sir Jugram.

General Mormont and General Klaus would work and report to Commander-in-Chief sir Blackwall." declared Kahn, instilling his loyal people in the military.

But after he was done... Kahn introduced to frail-looking people who didn’t seem to have any fighting classes or military background.

"This is Sir Rotich." spoke Kahn softly.

"In the Verlassen Fiefdom, Mr. Rotich is the Head of the Department of Finance.

For those who do not know... Mr. Rotich hails from a commoner’s background. He is neither related to any noble clans nor has any heritage from any faction.

He is a man who reached his position through his intellect, hard work, and dedication to the common citizens.

I have witnessed his great expertise and competency during my time as the sovereign of Verlassen.

I’m both confident and looking forward to having him as our new Minister of Finance!" declared Kahn.

This shocked a lot more people than it should have. Because a normal old man with no power, background, or support from any business organization.

He was a normal citizen of the empire, just like them, becoming the first Minister of Finance in the history of the empire who belonged to the commoner class of the empire.

Kahn then introduced Sirius Blake as the one in charge of managing the Chamber of Commerce.

"Sir Sirius has an impeccable record of managing several business associations and creating stable profits for all of them over the years.

I hope he can do that for all the empire since the economy decides our daily life standards and how much we earn per capita." said Kahn with a proud smile as Sirius humbly kneeled in front of him.

The Chamber of Commerce wasn’t a government institution, but rather made up of dozens of unions filled with Merchant associations.

But now that Kahn basically controlled the lives of almost all of the heads and clans that had a monopoly on the chamber of commerce, electing Sirius as their leader was no problem.

There was also a big hidden reason.

On the surface, Sirius would control the Chamber of Commerce, and Mr Rotich would lead the Ministry of Finance.

But behind the scenes, they both would instill the Seven Deadly Sins in the ranks.

That way, Kahn would control the economy of the Rakos Empire, whether legally or illegally.

Both the Government and the Underworld traders would be in his control.

So when the time came to prepare for the Great War, Kahn would have absolute control in every sense.

With this... Kahn had the Rakos Empire in the palm of his hand.
